Creating users with flexible plan

When creating users in the old world - where Google Apps licenses needed to be purchased ahead of time - we received DomainUserLimitExceeded errors when trying to create a new user beyond the number of licenses that had been purchased/allocated.

But in the flexible plan world, users can be added at any time, and there's no concept of licenses.  In this case...
(a) does the user provisioning API still function, and if so...
(b) does the create call work as expected (and never throw DomainUserLimitExceeded errors)?

Hello Gordon,

a) The Provisioning API still functions. Now it is also available for free edition of Google Apps.

b) There is a limit to the number of users that can be created so DomainUserLimitExceeded error is still thrown.

I will update you in case of any changes.
