AppsService.CreateUser always returns Error 1000 "Unknown Error"

AppsService.CreateUser always returns Error 1000 "Unknown Error". Using the .net client library, both 1.7.0.1 and 1.8.0.0.

Nothing is wrong with connection to Google. Nothing wrong with code. Nothing wrong with test PC.

Example:
Dim x As New GData.Apps.AppsService("hindawi.com", "admin-...@hindawi.com", "admin-pass")
x.CreateUser("test-user", "test", "user", "testuserPassword")

We just launched a new Apps domain in trial period and CreateUser works like a charm on that domain. This must be specific to hindawi.com.
