Why does User Profiles API require that Service be running as Admin

An Apps Script Service which is accessing the User Profiles API via OAuth returns a 403 when the deploying user isn't SuperAdmin: why is this? 

I would have thought that OAuth replaces the usual roles.

Hi Ferris,

The Profiles API can only be used by administrators on the domain. 
OAuth doesn't give regular users special permissions so they are still not allowed to use this API.
