What admin Elevation is required to use the API

Hey everyone,

Is it a requirement to be "Super administrator" to have access to the use of the API?

Currently we are trying to execute Provisioning with a Admin user, with limited rights to the following:

Reset Password
Force Password Change

Alexandre is unfortunately correct - it'd be great if this wasn't the
case!

Actually, the best case scenario would be Provisioning API support via
OAuth and 2LO/domain keys.
