New python 2.7 update really boosted the speed - Please remove Per-minute quotas

I was throttling my task queues at 3 consecutive tasks but with the latest python27 change I started getting minutely quota violations again - from urlfetch

Its REALLY hard to slow down background tasks, I feel like an idiot spending my precious time on a matter like this

Please please remove them ...
