We are looking to use the admin emails as an internal communication channel between apps so the cost is important to decide whether to develop a REST API or just use the email service.

Just call a HTTP API and be done with it.

Going via email introduces more moving parts into the system, and if you think about it your application reciving an email ends in a HTTP API anyway. Email will also be more work to secure (generally)
