Junky instance - how to shutdown it ?

I have a "junky" instance that I would be able to shutdown, it serves 500 errors since 30min, is it possible to do this via appcfg or something like this ?

redeploying should restart all instances.
the problem in my eyes is that dynamic instances do never (almost) shut down. 

i have 2 resident instances which serve 99% of the requests. 
my max idle instances is set to 2 so sometimes it starts those 2 instances but even if they serve only 5-10 requests and the resident ones serve multiple 1000 those 2 dynamic ones never shut down.

Okey, I set the max/min resident to 3, it should never use a non-resident instance to serve, normally..

(thanks for the redeploy tip, but it's on production, we cant redeploy each time App Engine loads a bad instance.. is there another way to do this ?)

i set the max/min to 2 and i always have 2 resident instances serving almost all the traffic and most of the time 2 idle ones serving a few requests.

dont think there is another way to shut down instances from our side. dont know if it shuts all instances down even if you redeploy to a different appversion.
