Warm up request a magnitude slower?

I'm using GAE/J and I'm notice that since a day or two, maybe longer, instance startup is way slower than it was. My typical startup request was around 4-8 seconds, now I'm seeing 12-20 seconds without any significant code changes. Do others experience the same?

I'm seeing this on app id talentosvs. I haven't checked my other apps
yet but this one is low-traffic so it's the most apparent one.
