New bill did not draw from my Discounted Instance Hours pool

I have a number of apps for which I've configured a Discounted
Instance Hours pool.

On the Nov 7 bill, which is the first of the new pricing model, all of
them used this pool, so my Front-end Instance Hours was 28 (the free
amount) and all the rest came from the Discounted Instance Hours pool.
This makes sense.

However, one of my apps (microsite-prod) did not draw against this
pool. All of the hours (there were >28 of them) were attributed
against the Front-end Instance Hours, and there were 0 Discounted
Instance Hours.

Bug, or some other reason?

If you're on Python, the cheapest option is currently 0 discounted hours, as the normal frontend hours are already discounted, until December.

Current rates are:

Python Frontend: $0.04/hour (normal rate $0.08/hour)
Discounted hours: $0.05/hour

Unless I've missed something?

This is still occurring on the second day of new pricing model
billing.

That is, all my other python apps are drawing from the discounted
instance hours pool, except for microsite-prod - it is billing
everything against the regular Front-end Instance Hours even though a
Discount Instance Hours pool is configured.

Any ideas?

Actually, I have a second app that is also functioning this way: nbrg-
prod.

Both microsite-prod and nbrg-prod are now drawing from their
respective Discount Instance Hours pools as of the Nov 9 billing
report.

discounted instance hours is 0.025/hour during the half price period.
