Translate V2 API - usageLimit - Access Not Configured

I am getting the following response:

            [message] => Access Not Configured

What I did to try and solve this is:

1. Generate a new Key for server apps (with IP locking)

2. Close and reopen the translate API

Nothing works.

All help is appreciated.
