I'm not entirely certain I understand what you're asking on a couple of points, but I'll try to answer as best I can.

1. Where do i resigter for use of Feed Api.

You don't have to register for an API key or anything like that with the Feeds PI. Simply using the service constitutes agreement to the Terms of Service (TOS) and registration.

2. Can i use this Api.?

In general, the answer to this question is yes. However, use of the Feeds API is subject to the Feeds API's Terms of Service ( https://developers.google.com/feed/terms and https://developers.google.com/terms ) and the feed owner's terms of service, either of which could restrict or even deny usage in your application. You will need to review all relevant licenses and such before using the API.

3. I went through Terms but could find anything.

I'm not exactly sure what you're asking here. Also, if your question is simply what you can and can't do according to the TOS, you will need to be more specific about what you're wanting to do so we can compare. Finally, since no one here is a legal expert, it may actually be of better service to you to consult a lawyer or someone who is a legal expert to walk through the TOS with you.
