Sporza frequently posts the last km, last 10 km, last 30 km, etc., although that is of course in Flemish.
Cycling.tv costs $30 for 3 months; they posted their schedule today:
http://cycling.tv/ I am not sure who is doing their commentary but I assume it's in English.
I think that any time you want to watch an event non-live you'll have to avoid some of the Internet;
steephill.tv is good about providing "non-spoiler" coverage of an event, e.g. when you go to that event's page, it won't say who won unless you look around pretty hard or click on "spoiler version."
I might give Cycling.tv a try for 3 months; the one-day races sort of end with Liege-Bastogne-Liege on April 22. Their web site says they'll have Tour de France coverage but I'll believe that when I see it. (I paid for a subscription a couple years ago and then they lost (or never got) the rights to most of the races I wanted to see.)
