Can't set background

While trying to upload picture from hd it gives [Errno 13] Permission denied: 

Uploading from web goes fine and I can see the attachment there and select it as Background Image. But then nothing changes, settings are saved an applied but background is still plain grey.

Please suggest.

Please give write permission to the "files" folder to apache.

Thank you, now it's fixed!

One more thing, I don't see pictures in quotations (although I select only items with pictures). How to solve this?

Check the image url and see if it exists in the files folder.
