HB302 for Medical use and self-cultivation and HB1453 for complete legalization, taxation and expungement of Maryland resident criminal records for up to an oz charge, allowing many individuals access to education and employment.

then? Why didn't they just do that for Tobacco?

looks like the verbiage is "use" and "administering", in the
description is mentions:
"injected subcutaneously"
"administered THC intra-tumourally"
