How can I add new language to the Dataverse?

I would like to add a new language to the Dataverse, but I could not find any instruction to do that. Does anyone know about this? Where can find the instructions?

I'm realizing that I'm not clear on which question you're asking:

- As a sysadmin, make an additional language available to my users?

- As a translator, how do I contribute a new language to Dataverse?

For the sysadmin, this new write up was recently added: https://github.com/IQSS/dataverse/blob/06580afb016c1c327ce47f0a1ec3be42014c4d19/doc/sphinx-guides/source/installation/config.rst#internationalization

For the translator, there's discussion over at: https://github.com/GlobalDataverseCommunityConsortium/dataverse-language-packs/issues/10 and I'm attempting to give some concrete advise over at https://github.com/GlobalDataverseCommunityConsortium/dataverse-language-packs/issues/24
