CE Locales

How i can use de locales (i18n)? I've downloaded the pt-PT.yml from https://github.com/svenfuchs/rails-i18n/blob/master/rails/locale/pt-PT.yml and put it on /config/locales but it still goes do the en.yml
I´ve also tried to use the es option by changing the name of en.yml to es-EN.yml but it gives me an Error of en.yml not found. How can i use another yml instead of en.yml?

Sorry if it is simple but i've followed what is https://github.com/bborn/communityengine/tree/rails3 (the version of CE that i'm using) and already search were and didn´t found it.

Have you set config.i18n.default_locale  to your language?
