Chromebook Camera Tracking

In NJ, the Assembly passed the "Anti-Big Brother Act" that would require schools to notify parents whenever laptops or other electronic devices can track or view children through remote cameras. The bill now heads to the governor’s desk.
I am sure most you have heard about the case in PA where students were tracked with their laptop computers web cams

Question: is this possible with Chromebook Cameras and if so how can we disable it to be in compliance and limit liability?

There is a feature which specifies whether websites can access the built-in Chrome webcam- you can see the help center link here

I found the link and disable the camera -
  • I went to that section and found 
  • Hardware
  • Video input
    • Specifies whether websites can access the built-in Chrome device web cam.
    • Disabling video input does not disable the web cam for Google voice and video chat.
I think there will need to be something more substantial than that though as a setting.  We may need to turn the camera on during the day for a video chat or skype session but we could easily forget to do so before the end of the day. Once the students take their Chromebooks home and jump on their own wireless network they could be tracked
