Mysterious Wyoming Road Sign

Speaking of sharrows reminds me that last fall while riding from Dubois to Lander in Wyoming I saw several of these road signs - http://www.cyclingaway.com/home/JasperToDenver/Photos/target340.html - and I could never figure out what they meant.  This has bugged me ever since so I'm hoping someone might know what these mean.  These are little square green signs with either an L or an upside down L with 3 square vertical dots appearing opposite the vertical part of the L.  These signs would appear as either an L or upside down L or sometimes both as the above link shows.  Anybody know what these mean?

Hi Denis,

I beleive these indicate a redundant demarcation of the center lines
on the highway. In your example photo, it would indicate the end of
the solid yellow line (no passing) and the beginning of the broken
yellow line (passing allowed). This would be for the direction you
are traveling, or the right side of the road. Meanwhile, just the
opposite would be true for the oncoming traffic in this example.

Seems like a totally redundant waste of time, right? Probably so,
during much of the year. But just imagine those roads during the
winter. The center lines can be obscured by snow and ice for weeks on
end, even with plows traveling along on a regular basis.

My best guess, at least...

A quick web wearch for Wyoming no-passing signs turned up a number of
people asking about the same signs.

The response someone posted from highway department is:

"they are markers for the paint crews, to indicate where to stripe the
passing lanes"

I've seen something similar in New York, though they were painted on the roadway near the centerline for the same reason.
