As long as the device is able to connect to the GCM servers port 5228 (you don't really need 5229-5230 for now) you are good to go.

Let me explain better. We need to setup a large number of android devices in our internal network (wifi only, no 2g/3g) and i need to send them GCM notifications. I know i have to open port 5228, 5229 and 5230, but does it work with NATted IPs or do i need to set the devices up with public IPs?
