QuotaCheckError.INCOMPLETE_SIGNUP @ ; trigger:'' error

Hi,

I've been trying to connect to MCC test account but no luck.

I keep getting QuotaCheckError.INCOMPLETE_SIGNUP @ ; trigger:'' error.

My developer token has "Pending approval" but I understand I can still be using it in MCC test account. 

My live MCC CID is 818-778-6277 (where my developer token was created)

This is my testing MCC CID: 203-896-5310

I was able to find that error mentioned above happens when account owner have not yet accepted the terms and conditions and/or not filled in any billing information for the MCC.

I double checked and I do have CC info in, and in the process of adding my CC I accepted the terms and conditions. 

Could you please have a look and let me know where my problem lies?
