Another tire seating problem...CDLV on Weinmann Zac 19.

I went cheap with my first 650b project, J&B Weinmann ZAC 19 wheelset and Col De La Vie tires. I've got everything installed and ready to go but the bike is unrideable because the tires won't seat on the rims. There are a couple spots where the tire bead line is not popping out from under the rim resulting in a crazy wobbly/bumpy ride. I've tried everything I could find online, here and elsewhere:

Pulling/stretching the tires at various inflation levels from 5psi on up...till my hand feel like bleeding

Soapy water

Windex

Overinflation to 100 psi

Banging the tires at an angle on the sidewalk at the bad spots

I even rotated the tires to the other front/rear rim and am finding the same low spots with the tires on different rims. I'm starting to feel like there is a genuine problem with the tires. At what point should I give up and try exchanging them? Is this a problem combination anyone else had experienced?

Sounds like a bad tire to me. Not sure this will help, but try putting some baby powder on the tube before install.

Is this a new tire, or an old one that has been on another rim?   The bead can stretch some, at least it did on the pair I put on the dreaded Sun rims that were a smidgen and another smidgen big.

These are brand new wheels and tires. I will try the baby powder trick this afternoon.

Any chance the rim tape is causing an issue, and what should I look for if so? It went on evenly but the edge of the cloth sits up from the inner void (where the spoke holes are) but doesn't reach the edges of the rim. Could the tire bead possibly be getting stuck on the grippier rim tape? It seems like the tape is getting stretched to the sides in areas from all the installs and removals of these tires. Maybe i need wider or narrower tape?

Thanks for the replies. I've worked with many rims and tires over the years but I've never had this problem.

My experience with this kind of thing is, blessedly, limited, but I have had tire-fitment issues where the rim tape was making installtion more difficult, and using narrower or thinner rim tape helped noticeably. But these were with super-tight tires, not loose ones.

With CdlVs on Velocity Synergy I've had good luck with
overpressurization: I'd run them up to around 90, let them sit for a few
seconds, then bleed them down to 50. With Hetres I've had success with
hand manipulation. On my rims, Pari Motos seated very nicely with very
little manipulation required.

I should have just bought some better tires in the first place. I started with this setup as a place holder as I save up for a really nice wheel set. What a headache. Anyone have some used B-Lines or Pari Motos they want to sell? I know this frame won't fit Hetres.

Jan might have a set of Pari Motos left over from the Lyon 650B racer
test he might want to sell.

I just mounted a set of B-Lines on Synergys. Inflated to about 5-10 lbs, manipulated the tires to get the bead line symmetrical with the rim and inflated fully to 50 lbs. Tires are perfectly round and true! 0-drama.

The rim tape idea is an interesting one.  I had a little bit of trouble getting this same tire rim combination to seat properly and I used hockey tape which is a little wider than rim tape on one wheel instead of rim tape.  That could be a factor.  What I finally realized is that the bead was stuck down in one spot and thus popped up in another.  A little wiggling and all was good, but stressed wiggling sometimes doesn't result in consensual tire seating.
