As a workaround, once your file is uploaded, right click on it and choose Headers.  

Click + and choose Custom

Enter x-amz-storage-class in Name 

and REDUCED_REDUNDANCY in Value

It's a pain, but it does allow you to take advantage of Reduced Redundancy storage.
