i am wondering why the proposal is based on cairo when there is skia witch have all what cairo have plus it is written in c++

My guess is that it's *because* it's written in C++. The purpose of the
project was to create a modern C++ 2D graphics library, with the best and
newest of C++ techniques. Using a C backend is easier than wrapping and
adapting a C++ backend.

I think that the actual reason is that Cairo is battle-tested and used by a lot of other libraries.
Therefore, it's a reliable implementation.
