Dear fellow board members,

I asked Shmueli to confirm my position on the legality and
tax-exemptness of our investments, as requested during today's call.  My
question was "Can you confirm that it's alright for Haskell Foundation
to invest excess cash in SGOV, and that you think the yield on that
would be non-taxable?" and his answer was "Yes".  This was over chat, so
I can't forward it here.

Therefore, I'd like to formally propose the following:

1) That we open an account in the name of Haskell Foundation with
Interactive Brokers with Treasurer and Vice Treasurer being signers.
2) That the Treasurer and Vice Treasurer, in consultation with the ED,
establish and share with the board a treasury management policy, the top
priority of which shall be ensuring adequate liquidity and the second
priority of which shall be preserving the real (i.e. inflation-adjusted)
value of the Foundation's assets.
3) The board explicitly permits investments in USD cash, short-dated (<1
year) U.S. Treasuries, and funds whose investments are approximately
100% in those assets.  SGOV is and instance of this, and is specifically
permitted.  Cash in the brokerage sweep account is also specifically
permitted, although it is understood that this is not intended to be the
main way of holding funds.

. It is managed by BlackRock, one of the largest ETF issuers in the U.S.

1. The voting group is the entire Board.
2. The quorum level is simple majority.
3. The choices are "yes" and "no".
4. The method is by replying to this list or to the secretary.
5. The transparency level is private among the board, but archived.
6. The deadline is one week from now, i.e., 6 August 2025 anywhere on earth.
7. The tabulator is the secretary.
