TSA Travel Tips: Navigating the Airport with a Guide Dog

Traveling doesn’t have to be a stressful experience. Here’s what you can expect if you or someone you know is visually impaired and traveling with a guide dog.

Plan ahead

Education and preparation are key to help you and your guide dog gain confidence and a better understanding of what to expect during screening. There are services and programs such as The Guide Dog Foundation, Inc., that coordinate with airports and TSA to provide demonstrations and practices for you and your guide dog. These live demonstrations provide guidance to you, your guide dog, and TSA officers as well.

TSA can also provide assistance to help you through airport security. Contact TSA Cares 72 hours before your scheduled flight. A passenger support specialist or a supervisory transportation security officer will arrange to meet you curbside and will help guide you through security.

Pack properly

When packing for your trip, be sure to place your travel-sized liquids in a quart-sized bag and any electronic devices larger than a cell phone, in an easily accessible area as they will need to be removed from your bag for screening. Liquids over 3.4 ounces are not allowed through security, however, the rule does not apply if you are traveling with liquid medications. TSA allows larger amounts of medically necessary liquids, gels, and aerosols in reasonable quantities for your trip, but you must declare them to TSA officers at the checkpoint for inspection.

When in doubt, consider checking your bag. The fewer items you have to go through security screening with the easier it may be for you and your guide dog to go through security. On the plus side, by checking in your bag you won’t have to worry about any items accidentally being left behind at the checkpoint.

Prepare for screening

Being prepared promotes success and helps the screening process go smoothly. First, at no point during the screening process will you be separated from your guide dog.

Unless you have TSA Pre®, you will be asked to remove your jacket, belt, and shoes for screening. If you are unable to remove these items, you will require additional screening.

Apply now to get TSA Pre®  on your next trip.

Although you don’t have to remove your dog’s harness and leash, be prepared for your guide dog to receive additional screening if you decide to leave these items on.

Additional screening may include being screened for explosives trace detection, a walk-through metal detector, and/or a pat-down. If by chance you or your dog sets off an alarm during screening, then you will get a pat-down conducted by an officer of the same gender as you present yourself. Before the start of a pat-down, the officer will walk you through the process, which includes an officer using their hands to conduct a physical inspection of you and your dog. Reminder, communication is key!

  • An officer will first ask for your permission before touching your guide dog.
  • At no point of the screening process will you be asked to be separated from your guide dog or be asked to remove your guide dog’s harness or vest.
  • Don’t hesitate to ask the officer to use a new pair of gloves.
  • Do remember that you can always request to speak with a supervisor or request a private screening accompanied by a companion of your choice.

This is interesting. I just traveled by air and had horrible experiences at the check points. I have to go through the x-ray machine due to my new knees. My dog is not allowed in the machine with me. Thank God he listens well. I was able to leave him by the door and when it opened I called him. This could be a major problem for someone who has a dog that is not good at sitting and staying.

 

I also asked a TSA agent to write his name down and he wrote my escort’s name instead of his. He clearly did this as he knew I could not read it. There was no mistake. I clearly asked him to write his name down because he was giving me a very hard time about my dog.

 

IN theory this looks good, but in practice it is not as good as it appears. I have never been asked permission to pat down my dog. They just do it.

Hi Margie. Thanks for sharing your experience and I’m sorry this happened to you. Did you reach out to the TSA contact center and file a complaint? You can do this on line or by phone. Concerning the recent publication, we are looking into whether TSA Cares will actually provide assistance curb side as the publication indicates because we’re getting mixed information on that. Frankly although it would be helpful if they did, I’m not sure if they would be able to logistically manage it but we’ll see. The video that goes along with the article is audio described.

Margie,
I would find it frightning to have to leave my dog like that.  Who is to say that someone  wouldn't help themselves to you're dog?  Yes, I understand that you're dog was in a sit stay.  Still, no one holding that leash.?  Where is that security for you're dog?  You are one lucky lady!
 
Some of those agents are not very nice.  Courtesy should dictate that they ask, for security purposes to pat down you're dog.

Yes I am lucky, but most is training. I hate what I have to go through. I hate letting go so my dog. I have confirmed with TSA that my dog can’t go through the X-ray machine with me. Apparently it throws off the x-ray. M

You're right, allot of it is training.  I would think there would be some other way.  Leaving one's guide dog unattended is scary no matter how well trained they are.  It's not the dog, it's the security of the dog.

Should your dog be x-rayed? When my dentist x-rays my teeth we put my dog in another room with the assistant holding the leash. Just wondering. I too do not like to release my dog to anyone while traveling.

Unfortunately, the fact of reality is dogs cannot go in the x-ray machine. I’ve confirmed this with TSA Cares. For some reason it throws off the x-ray. I even offered to take off his leash collar and harness and they still said it would throw off the x-ray. I have no option. I have two artificial knees and if I walk through the regular skin gate they will alarm. When I used to walk through the regular skin gate thing never separated me from my dog. Remember, this only has to do with a new x-ray machines.

I totally agree that they cannot separate me from my dog. They have tried to do that and I inform them that the Guide Dog School informed me that it is unsafe for me and my guide to be separated.

Have you filed a complaint with TSA about your experiences? 

Not sure which machine you were made to go through, but anyone with a service animal is not supposed to ever be asked to go through the IA machine, the one you stand in and raise your arms, for the very reason you site, not being able to control their dog while in it. You should have been offered a personal pat down. 

To file a complaint, go to the TSA web site. Sorry, don’t have the exact url, but they do have a form and method to file. It’s important to do this and give as much detail, as soon after the incident as possible so that supervisors can review video. 

Also, if you are having difficulty with an officer, take out your phone and start the video to record them yourself, if you have the phone with you at the time. I realize yours may have been in the bin being screened.

I am so surprised in today’s world that their machines were not made to allow a service dog in them. Thanks for the thoughts. I like the idea of keeping my phone on me until things are resolved. I was so passed that the agent did not write his name. I will now keep my phone with me until the last minute.

I take it that the reason the dog does not go through with their person is so they can easily determine which, person or dog, sets the machine off, if it goes off. When you do the walk through the x ray machine the dog never goes with us either. They are sent ahead of us.

No, TSA Cares told me that it throws off the x-ray to have something in there other than myself. It has nothing to do with the dog’s equipment. Like I said in an earlier post, I offered to take off all of his equipment. Remember, this is an x-ray. M

The machine looks at body structure in various positions. Having another shape in there that is not a human one or doesn’t correspond to the human body doesn’t work. 

I’m personally surprised that they allowed you to even use this machine since you did have the service dog and no one to hold him. This is technically not supposed to happen as the agents are not supposed to do anything with the animal save for initially checking it. 

You can also request that any screening by hand be done in a private room if you wish. I suppose, in your situation where you are declining the personal pat down, that this is as good as it will get for you. I’m not sure what else they could do to accomplish the screening and maintain your wishes re the type of screening you receive. Putting the dog into the machine with you simply is not, nor will likely ever be, an option.

Thanks, I have spoken with TSA Cares about both incidents. I do have the option of being patted down, but I choose not to do that. I find it very invasive and choose to use the machine. I am so surprised in today's world that their machines were not made to allow a service dog in them. Thanks for the thoughts. I like the idea of keeping my phone on me until things are resolved. I was so passed that the agent did not write his name. I will now keep my phone with me until the last minute.

Have you filed a complaint with TSA about your experiences?

Not sure which machine you were made to go through, but anyone with a service animal is not supposed to ever be asked to go through the IA machine, the one you stand in and raise your arms, for the very reason you site, not being able to control their dog while in it. You should have been offered a personal pat down.

To file a complaint, go to the TSA web site. Sorry, don't have the exact url, but they do have a form and method to file. It's important to do this and give as much detail, as soon after the incident as possible so that supervisors can review video.

Also, if you are having difficulty with an officer, take out your phone and start the video to record them yourself, if you have the phone with you at the time. I realize yours may have been in the bin being screened.

IN theory this looks good, but in practice it is not as good as it appears. I have never been asked permission to pat down my dog. They just do it.

Although you don't have to remove your dog's harness and leash, be prepared for your guide dog to receive additional screening if you decide to leave these items on.

I agree Florence. I have run into some not-so-nice agents who want nothing more than to treat you and your dog like dirt, and they get away with it. Why can't the dog be patted down?

This is interesting. I just traveled by air and had horrible experiences at the check points. I have to go through the x-ray machine due to my new knees. My dog is not allowed in the machine with me. Thank God he listens well. I was able to leave him by the door and when it opened I called him. This could be a major problem for someone who has a dog that is not good at sitting and staying.



I also asked a TSA agent to write his name down and he wrote my escort's name instead of his. He clearly did this as he knew I could not read it. There was no mistake. I clearly asked him to write his name down because he was giving me a very hard time about my dog.



IN theory this looks good, but in practice it is not as good as it appears. I have never been asked permission to pat down my dog. They just do it.

TSA Travel Tips: Navigating the Airport with a Guide Dog

Traveling doesn't have to be a stressful experience. Here's what you can expect if you or someone you know is visually impaired and traveling with a guide dog.

Plan ahead
Education and preparation are key to help you and your guide dog gain confidence and a better understanding of what to expect during screening. There are services and programs such as The Guide Dog Foundation, Inc., that coordinate with airports and TSA to provide demonstrations and practices for you and your guide dog. These live demonstrations provide guidance to you, your guide dog, and TSA officers as well.

TSA can also provide assistance to help you through airport security. Contact TSA Cares 72 hours before your scheduled flight. A passenger support specialist or a supervisory transportation security officer will arrange to meet you curbside and will help guide you through security.

Pack properly
When packing for your trip, be sure to place your travel-sized liquids in a quart-sized bag and any electronic devices larger than a cell phone, in an easily accessible area as they will need to be removed from your bag for screening. Liquids over 3.4 ounces are not allowed through security, however, the rule does not apply if you are traveling with liquid medications. TSA allows larger amounts of medically necessary liquids, gels, and aerosols in reasonable quantities for your trip, but you must declare them to TSA officers at the checkpoint for inspection.

When in doubt, consider checking your bag. The fewer items you have to go through security screening with the easier it may be for you and your guide dog to go through security. On the plus side, by checking in your bag you won't have to worry about any items accidentally being left behind at the checkpoint.

Prepare for screening
Being prepared promotes success and helps the screening process go smoothly. First, at no point during the screening process will you be separated from your guide dog.

Unless you have TSA Pre?®, you will be asked to remove your jacket, belt, and shoes for screening. If you are unable to remove these items, you will require additional screening.

Apply now to get TSA Pre?® on your next trip.

Although you don't have to remove your dog's harness and leash, be prepared for your guide dog to receive additional screening if you decide to leave these items on.

Additional screening may include being screened for explosives trace detection, a walk-through metal detector, and/or a pat-down. If by chance you or your dog sets off an alarm during screening, then you will get a pat-down conducted by an officer of the same gender as you present yourself. Before the start of a pat-down, the officer will walk you through the process, which includes an officer using their hands to conduct a physical inspection of you and your dog. Reminder, communication is key!

a.. An officer will first ask for your permission before touching your guide dog.
b.. At no point of the screening process will you be asked to be separated from your guide dog or be asked to remove your guide dog's harness or vest.
c.. Don't hesitate to ask the officer to use a new pair of gloves.
d.. Do remember that you can always request to speak with a supervisor or request a private screening accompanied by a companion of your choice.

Hi Margie,

I am so sorry about your recent TSA experience. I am not sure if our knee issues are the same, but I have two artificial knees, metal of course (smile)! I tell TSA that I have two artificial knees and that I will set off the alarm. Then I make a long leash, have my dog sit, go through the security tunnel, it alerts, I heel my dog through, it alerts, and they take me and my dog aside and pat both of us down. Is there another reason why you can’t go through the regular security tunnel? Otherwise, they should let you set off the alarm there and not make you go into the X-ray box.

My knees are okay at present, but I always put my dog on long leash and walk through the security tunnel. Then I call him through. Margie can ask for a private room for a pat down or she can let them wand her. Hope this helps.

I do the same thing as Bob going through  the T S A screening, including having a nylon extension on my leash allowing for plenty of length as not to have the leash tug on my dog while I walk through the scanner.

 

I have been told by the agents to remove the harness, let Lakota go first through the screening before me with an agent calling her, an agent will assist me first then they will call my guide dog, etc. After an agent describes to me their version how Lakota and I will go through the scanner, I respectfully reply, “Thank you, but no this is what I am going to do.”

 

I put Lakota in a sit, stay. The agent assists me by holding my hand while I walk through the scanner. I ask the agent to tell me when they are ready for my dog. I call Lakota, she alarms, they ask me if they can pat her down. Of course I say yes. I usually get my hands swabbed that checks for explosive material, that comes back negative, then Lakota and I’m off to our gate.

 

Even though T S A says all of their agents are trained the same way in assisting people with service dogs, clearly they are not.   Maybe someday!

 

While in an airport, I will never take off Lakota’s harness, nor relinquish her leash to anyone. In the event we find ourselves in a critical situation that we need to quickly move, seek shelter and safety, Lakota and I will be able to move without fumbling around for the harness, leash, etc. Just my thoughts.

Greetings all,
I checked with a friend of mine who has two artificial knees. It is important to note here, however, that she is not a guide dog handler. She received a card referencing each knee from her physician and was told that if she shows the cards she does not have to go through the process  required of people with artificial implants of any kind.
This is something you might want to ask your physicians about and TSA cares. Please understand, this is not official information. But I thought it was important enough to share here.

Have never been asked to remove the harness in all the years I have traveled. I use to travel a lot for work. I always keep the harness on my dog.

Margie is right that you should never have to remove the harness. They can ask you to remove accessories like pouches for screening but not the harness. There are many agents who seem not to know this however.

Actually Melissa, they can’t demand you remove any gear, including pouches. They can search them, yes, but you are not required to remove them. Reasoning is that some people cannot remove and reattach these items easily depending on the gear, and the officers can much more easily open and search the gear. HTH

Hi, All, probably the most consistent thing about TSA is that they're inconsistent. Their policies are clear about removing (or not removing) service dog equipment and not separating you from your dog. But their inconsistency is also part of their plan. Even people who are TSA pre-checked can get called out for a random pat-down.
Always remember that you can ask for a "passenger support specialist" (PSS) when you're facing screening issues.

Hello all,

 

I do the same thing, leave my guide in a sit and walk through the scanner and call my guide to me. I keep a hold of the leach as I have purchased an extra TSA approved leach that will not set off any alarms. Also, I get hand swabs almost every time.

I knew they can’t make you remove equipment such as harnesses, leashes, or collars but I did think they could ask you to remove accessories while they screen the dog. Could you point me to TSA’s definitive policy on the accessories if they have one? That said, I personally don’t think they’ve actually made me remove the pouch.

Never remove the harness Kay. I had a guy start to disassemble the harness. I told him he better know how to put it back together. He did and we caught our plane. I decided never to do this again.

Here’s what TSA’s web site says about this:

 

Accessories

Service dog collars, harnesses, leashes, backpacks, vests and other items are subject to screening. Items that are necessary to maintain control of the service dog or indicate that the service dog is on duty do not require removal to be screened.

 

I guess it depends on whether you consider a pouch to be something that is necessary to maintain control over the dog or indicate that it’s on duty but it’s a stretch. That said, I certainly think a TSO should be able to search the pouch without removing it and make everybody’s life easier.

Every time I flew in the past 25 years, since I got a pouch, they always open it and look inside. Why remove it if this works. All I keep in mine is cleanup bags and an extra set of keys for my home.

 

The good news is I am learning a lot with this thread. I hope others are learning as well.

Coming back from Top Dog 2019 in January, Paul Mimms, Judy Burch Jeff and I flew back together. We had to change planes in Nashville, Tennessee. In the Nashville airport, all of us left the secured area to take our dogs outside to relieve themselves. There isn’t an indoor relief area in Nashville and we had plenty of time before our next flight.

 

Returning inside and approaching the T S A screening area, the first thing the T S A agent said to us was, “Remove your dog’s harness, etc.”

Almost in unison Paul, Judy and I said , no. We proceeded through the screening process without  difficulty.

 

This has happened to me once or twice before , but I never removed the harness. Like Becky said, the T S A agents are consistently inconsistent.

Hi Eric,

A P S A dog is a psychiatric support animal. They are a legitimate service dog, assisting those with post-traumatic stress disorder, as well as other tasks. A E S A is an emotional support dog. They are not a service dog, because they aren't trained to perform a specific task(s).

Sara, I know Nashville International very well. There are agents that can be very pushy. You do not have to take off the harness, so that answers my question. Did they threaten you with a no-fly order?

I do the same thing as Bob going through the T S A screening, including having a nylon extension on my leash allowing for plenty of length as not to have the leash tug on my dog while I walk through the scanner.



I have been told by the agents to remove the harness, let Lakota go first through the screening before me with an agent calling her, an agent will assist me first then they will call my guide dog, etc. After an agent describes to me their version how Lakota and I will go through the scanner, I respectfully reply, "Thank you, but no this is what I am going to do."



I put Lakota in a sit, stay. The agent assists me by holding my hand while I walk through the scanner. I ask the agent to tell me when they are ready for my dog. I call Lakota, she alarms, they ask me if they can pat her down. Of course I say yes. I usually get my hands swabbed that checks for explosive material, that comes back negative, then Lakota and I'm off to our gate.



Even though T S A says all of their agents are trained the same way in assisting people with service dogs, clearly they are not. Maybe someday!



While in an airport, I will never take off Lakota's harness, nor relinquish her leash to anyone. In the event we find ourselves in a critical situation that we need to quickly move, seek shelter and safety, Lakota and I will be able to move without fumbling around for the harness, leash, etc. Just my thoughts.

My knees are okay at present, but I always put my dog on long leash and walk through the security tunnel. Then I call him through. Margie can ask for a private room for a pat down or she can let them wand her. Hope this helps.

I am so sorry about your recent TSA experience. I am not sure if our knee issues are the same, but I have two artificial knees, metal of course (smile)! I tell TSA that I have two artificial knees and that I will set off the alarm. Then I make a long leash, have my dog sit, go through the security tunnel, it alerts, I heel my dog through, it alerts, and they take me and my dog aside and pat both of us down. Is there another reason why you can't go through the regular security tunnel? Otherwise, they should let you set off the alarm there and not make you go into the X-ray box.

I would find it frightning to have to leave my dog like that. Who is to say that someone wouldn't help themselves to you're dog? Yes, I understand that you're dog was in a sit stay. Still, no one holding that leash.? Where is that security for you're dog? You are one lucky lady!



Some of those agents are not very nice. Courtesy should dictate that they ask, for security purposes to pat down you're dog.

This is interesting. I just traveled by air and had horrible experiences at the check points. I have to go through the x-ray machine due to my new knees. My dog is not allowed in the machine with me. Thank God he listens well. I was able to leave him by the door and when it opened I called him. This could be a major problem for someone who has a dog that is not good at sitting and staying.



I also asked a TSA agent to write his name down and he wrote my escort's name instead of his. He clearly did this as he knew I could not read it. There was no mistake. I clearly asked him to write his name down because he was giving me a very hard time about my dog.



IN theory this looks good, but in practice it is not as good as it appears. I have never been asked permission to pat down my dog. They just do it.

Pack properly

When in doubt, consider checking your bag. The fewer items you have to go through security screening with the easier it may be for you and your guide dog to go through security. On the plus side, by checking in your bag you won't have to worry about any items accidentally being left behind at the checkpoint.


Prepare for screening


Being prepared promotes success and helps the screening process go smoothly. First, at no point during the screening process will you be separated from your guide dog.

Although you don't have to remove your dog's harness and leash, be prepared for your guide dog to receive additional screening if you decide to leave these items on.

Additional screening may include being screened for explosives trace detection, a walk-through metal detector, and/or a pat-down. If by chance you or your dog sets off an alarm during screening, then you will get a pat-down conducted by an officer of the same gender as you present yourself. Before the start of a pat-down, the officer will walk you through the process, which includes an officer using their hands to conduct a physical inspection of you and your dog. Reminder, communication is key!

* An officer will first ask for your permission before touching your guide dog.
* At no point of the screening process will you be asked to be separated from your guide dog or be asked to remove your guide dog's harness or vest.
* Don't hesitate to ask the officer to use a new pair of gloves.
* Do remember that you can always request to speak with a supervisor or request a private screening accompanied by a companion of your choice.

When I travle with my guides and they have the pouch on I'm always asked if it's all right to check it.  I never have a problem with that.  I too keep relief bags, an extra house key and a travel water bowl in it.

No. The harness does not have to be removed during the screening procedure, nor the collar, leash, etc.

Guide Dog graduates from GEB go through Laguardia all the time.  They should know unless the agent was a really newby.

I do the same thing as Bob going through  the T S A screening, including having a nylon extension on my leash allowing for plenty of length as not to have the leash tug on my dog while I walk through the scanner.

 

I have been told by the agents to remove the harness, let Lakota go first through the screening before me with an agent calling her, an agent will assist me first then they will call my guide dog, etc. After an agent describes to me their version how Lakota and I will go through the scanner, I respectfully reply, “Thank you, but no this is what I am going to do.”

 

I put Lakota in a sit, stay. The agent assists me by holding my hand while I walk through the scanner. I ask the agent to tell me when they are ready for my dog. I call Lakota, she alarms, they ask me if they can pat her down Of course I say yes. I usually get my hands swabbed that checks for explosive material, that comes back negative, then Lakota and I’m off to our gate.

IN theory this looks good, but in practice it is not as good as it appears I have never been asked permission to pat down my dog. They just do it.
