[PATCH v2 2/3] Add RISC-V port for libm

This patch contain all newlib/libm for RISC-V, and mainly contribute by Michael.

And this patch is identical to v1.

Hi Kito,

The fe_dfl_env.c does not contain a license. Could you please add
one? I have already checked in Patch 1. If you just send the patch
to fe_dfl_env.c, that's fine.
