Windows SDK update to 10.0.22621.2428

Hi all, I'm intending to land gpu: win: Implement IDCompositionTexture for SCANOUT D3DImageBackings (5341660), which will require the Windows SDK 10.0.22621.2428 point release (previously 10.0.22621.755). A few months ago, Bruce Dawson kindly helped me by landing a CL actually updating the toolchain.

As with before, Google employees will be generally unaffected, other companies that use packaged toolchains will have to repackage them, and external developers can update their VS 2022 to ensure they have the up-to-date SDK.

Please let me know if you run into any issues related to these changes!
