Two new servers running roughenough

I've stood up two public instances of Stuart's roughenough rust implementations, synced off google's ntp servers, one based in the US and one in New Zealand
roughtime.kyhwana.org port 2002 long term public key: f1992a67a9d14b662efa86cca3db62cfc2e48810cf45ba5df181d8fc135b8261 (US)
roughtime.blackhatspottycat.net port 2002 long term public key: 2397e2512392ad9532341b0dbc3581a3a04dabffebf00bd0af8d6deac19071bc (NZ, not guaranteed to be 24/7/365)

If you're going to build Stuart's rust implementation, I had to use rustc 1.29.0 and not 1.25.0 which ships with ubuntu 18.04. (See https://github.com/int08h/roughenough/issues/7 )

If you'd like, you can make a PR to add your servers' configurations to this list.

It looks like that file has moved to
