Force QUIC/UDP?

I'm trying to force only QUIC/UDP communication in Chrome for testing a project.
I've enabled chrome://flags/#enable-quic, but QUIC communication only happens after a TCP roundtrip to get the HTTP headers that specify QUIC as an alternative protocol.

Is there a way to get Chrome to assume QUIC is enabled for all websites and use that by default without the initial TCP connection?

Alas, there is no such mechanism in Chrome. There is a --origin-to-force-quic-on=<host>:<port> which can be used to force QUIC for a single host:port, and to avoid the TCP requests. But nothing for multiple sites.
