How to create a chrome extension window like Hangout

Hi, everyone,

I am new to development of Chrome extensions. I'd like you can help to guide me that how can I develop a Chrome extension that have a pop up window like Hangout extension. The pop up window like Hangout can pop up and float over the browser, and stick to the right bottom, and it also can be minimized or closed.

I have read the guide for Chrome extension development, but it just introduce the popup.html, does not mention more details such as how to make the pop up window floating and displayed in the bottom.

set window type as panel detached_panel
