Ubuntu 18.04 deps

I'm currently trying to run `build/install-build-deps.sh` but it doesn't seem to be supported in the `install-build-deps.sh`. Is there any upcoming patches planned to support Ubuntu 18.04?

I believe 18.04 should be supported at tip-of-tree:

Maybe you're trying to build an older version?

There are a large number of packages that are in the dep list that are not part of the standard Ubuntu 18.04 repos.

Here is the error I get when I run the `install-build-deps.sh` on 18.04.

Running as non-root user.

You need to enable the "universe" repository. [1] Those packages
