Determine when a user accessed a resource

Is there a way to tell when/if a specific user accessed a specific
resource (even more specifically, a model answer attached to an
assignment)? I'm still using Sakai 19, but I am the administrator, so I
can query the database.

I believe it should, and I think you can setup your own Reports to poll on particular items from Resources.
