Open projects list

Whereas

• Apereo values openness
• Open participation email lists with public archives contribute to openness
• Existence of open lists in parallel to closed lists reduces friction to opting for open lists when possible, helps reduce closedness by default or for convenience rather than for advantages of closedness qua closedness
• The projects@ email list is closed and has no apparent open parallel
• When a not-projects@-member replies to an email that copied projects@ , it bounces, rubbing one's nose in this closedness.

Proposed

• Create an open participation and open archives projec...@apereo.org list to operate in parallel with the existing closed projects@ list.
• Prefer projects-open@ for purposes for which projects@ would have been used, where feasible, to improve openness.

Why not just conduct such discussion on the open list? That is the apparent parallel - the catch-all between and across projects list. Projects is a direct to project leads and nominated individuals list. It is used (deliberately) infrequently, and is the normal channel for (for example) commercial tenders that the foundation receives from time to time that may be of interest to projects and their communities. I wouldn't want to lose the ability to handle that, frankly, without posting to a public forum, and I don't see the point in further list proliferation.

Rather more important is the promotion of lists like open, which currently have few members and should have broader provenance and membership.

My worry about the generic open list was that it may become irrelevant due to lack of activity. Let’s make this the place where there are interesting discussions about all things open in Apereo.
