1989年柏林圍牆倒塌，全球最緊張的政權莫過於中共。當年6月北京發生天安門事件，江澤民剛接黨總書記，地位還不穩，東歐共黨國家劇變，讓中共簡直嚇
壞了。經濟學人雜誌報導，當時鄧小平在內部會議出面穩定軍心，連說三次「冷靜」，並提出堅持改革開放、避免意識形態論戰的方針，讓中共免於步上東歐共黨
政權後塵。
1989年底，中共陷入嚴重焦慮，外交政策舉棋不定，外人很難想像它能夠適應不同以往的全球新秩序。此時的中共新任總書記江澤民權力基礎仍然薄弱。
柏林圍牆的迅速倒塌，讓中共萬分驚訝，事先萬萬沒有料到。事發前一個月，中共才指派一名高階領導人訪問東德，參加東德共產政權40周年慶，當時人民日報
還發表文章，宣稱「東德人民如今加強團結在黨的領導下」。沒想到時年77歲的東德領導人何內克沒過幾天就辭職下台，震驚中共。
那年東歐共黨政權的變化，讓中共最高領導人鄧小平必須親自出馬，9月在黨內高層會議中呼籲「冷靜、冷靜再冷靜」，同時堅持以經濟為主的改革。
此一呼籲與稍後的闡釋至今仍是中共奉為圭臬的最高指導原則，中心訊息經常被歸納為「韜光養晦」四字。鄧小平希望中國大陸的經改及建設得以持續不輟，同時
迴避意識形態之爭。如今證明發展經濟果然保住中共的命脈。
另一方面，中共也深入分析東歐與蘇聯共產主義覆亡的原因，並試圖從中記取教訓。初期震撼逐漸消褪後，中共不但主動與東歐的新興民主國家強化關係，同時積
極擘畫有助於它免於重蹈覆轍的戰略。
美國知名中國事務專家沈大偉表示，東歐共產主義瓦解給予中共的最重要教訓是，僵化的黨國合一體制及黨組織、教條式的意識形態、根深蒂固的精英集團及停滯
的經濟均是導致共產主義失靈的重要原因。沈大偉說，柏林圍牆倒塌讓中共主動推展政黨改造，各項政策隨著客觀環境調整，唯恐步上前東歐共產國變天的後
塵。

the president steps down.
When Chen Shui-bian was the president, he was only accused of stealing
money from president's special fund. After he stepped down, he was
found for more corruption scandals, e.g., money laundering, taking
bribe etc that's a big blow and eventually led to his life sentence.
In fact, there are still cases pending against him.
