Christ's salvation involves being reborn of HIS living water and the
Holy Spirit.

Blasphemers of the Holy Spirit will understandably not be reborn of
HIM.

"Anyone who speaks a word against the Son of Man will be forgiven, but
anyone who speaks against the Holy Spirit will not be forgiven, either
in this age, or in the age to come." -- LORD Jesus Christ (Matthew
12:32)

Yep. That's what being born from above means (Joh 3:3, 1Pet 1:3).

And comes by faith " But to all who did receive him, who believed in
