(LSJ) Charming Lobby questions

Hi,

Can Sylvie Helgon burn a Charming Lobby card from my hand to gain +1
stealth or +1 intercept during an action ?

Can Charming Lobby be burned from hand to gain 1 vote during a
referendum ?
(Strangely enough, I couldn't find this one on the NG)

Discipline: Presence
+1 stealth political action.
[pre] This vampire calls a referendum listed on a political action
card in your hand (play that card) or allowed by an effect in play. If
the referendum passes, then the next referendum called by any vampire
thereafter passes automatically.
[PRE] As above, and this vampire gains 2 votes in that first
referendum.

Right. I didn't know whether that one could be trusted, since the CTM
on CL is of CE, and this ruling was from pre-CE.

some clarification, maybe?
Charming lobby does state political action, it is a card, where does
it not meet the requirements?

And political action is not an action card?

sorry, but i read the rulings and links, (only about 3 links deep i
must admit)

and this looks like a decision by fiat. Which is fine, but is not the
same as saying that it is not a political action. As the card text
quite clearly state that it is a political action. And it is a card.
So where is the disconnect?

It is.

And a retainer is an action card, but that doesn't make The Summoning
a retainer.

Charming Lobby is not a Political Action card.

You can tell because political action cards have the political action
card icon up near the action card icon, and Charming Lobby doesn't
have that icon.

It is not a "political action card" although it is an "action card"
and the action it grants is a "political action".

Political Action Card : Political Action :: Retainer Card : Employ
Retainer Action

Try replacing all instances of "political action card" with
"Referendum Card" (but leave "political action" as it is in other
cases) to get the idea (parallel to "retainer card" and "employ
action")

k, makes sense. but you can see where it could be somewhat confusing,
having a card named as type political action not be a political action
card, right?
Maybe that could be made somewhat clearer?

No more confusing than a "successful bleed action" being different from a
"successful bleed"...

Hi, again.

Sylvie Helgon plays Charming Lobby on Reins of Power.
During the action, she burns the Reins of Power from her controller's
hand (no RoP left there), for stealth.

Action isn't blocked.
Does it fizzle?
Bureaucratic Overload was in play. Does she burn 0, 1 or 2 blood?
Can Reins of Power still be played / called in this game?
