If you get blocked playing a Cry Wolf can you play Change of Target to
cancel the action and the "go to torpor" clause in a manner simlar to
Force of Will and Change of Target to cancel the agg damage?

Yes.
The action is ended, not canceled.
If it was a Force of Will, the agg damage would still be applied after
Change of Target, too.
