We know the discard due to Dreams of the Sphinx +2 handsize ending
happens during the discard phase (

Let's consider this situation:
It is A's turn. B tapped her Dreams of the Sphinx during A's turn. A's
influence phase is over.
Which happens first:
(a) A gets to use a discard phase action
(b) B discards 2 to Dreams of the Sphinx
I think I've been using it as if it were a mandatory effect the
controller of the Dreams had to resolve when the impulse in the
discard phase reached her.
Thus, A gets to use a DPA first, and then ( == when A passes on using
effects / playing cards / using DPAs), B gets to (and must) discard 2
cards.
A would then get the impulse back, per the normal sequence rules.

No. It's not an event to be ordered. The hand size bonus lasts until
the end of the turn (i.e., until everyone passes to lead to the turn
ending).

Yes, although players frequently bundle this activity together,
sometimes mechanically in the opposite order.
(That is, my answer is not a tool to use to prevent a player from
using xeir DPA.)
Yes. "Too late" doesn´t exist. Unless there has been explicit pass on
DPA from the acting player you simply cannot discard down. Sometimes
people assume implicit passes, but then in case of a conflict you have
to roll back.

This is no longer true, as an END TURN phase has been added
as a Turn Phase since that question was asked in 2005.

Yeah, I then realized that. I suppose it's somewhere on the NG with
Last Stand involved.
Anyways, the idea was to know if A could ask B to discard down first,
and then use her DPA. Answer is No, thanks :)
