North Little Rock Code Enforcement for cars and trash in yard

So, I have a problem neighbor here in Indian Hills. They have been
parking in the yard for over a year and have created a mud pit which
has slowly creeped closer and closer to my property line until one
day, they were parking on my side of the line and left tire tracks
across our property.

We left a friendly note on the vehicle and put up a little flag and
attached a string to our fence post to clarify the boundy, it actually
keep things strait for about a week.

Today they have been doing mechanic work on their 3 bikes and 5+
vehicles and we caught them riding the motorcycle across our property
line again today.

They have always been a nuisance... stay up all night drinking and
screaming and a major eyesore... however, we have always minded our
business, until the day they couldn't keep their business on their
property.

My question is, I am sure many of the residence in park hill have
experienced similar nuisance neighbors... who is the best person to
contact to add a little more pressure to encourage them to possibly
get control of their property.

Here are the possible violations:

broke down cars stored in the yard
parking in the yard (now a mud pit when it rains, they destroyed all
of the grass up to my property line)
mechanic work on vehicles in the yard and drive way
trash piled up on side of house

Any feedback would be appreciated. I know its probably as simple as a
code enforcement call. Has anyone else had any success getting your
neighbors to clean up their acts?

I think I would start with code enforcement but if that doesn't work, you may have to,sue them for bringing your property value down. I'm not sure this will bring you relief, but it could be an option?

    Do I recall an attempt to do a Park Hill-wide yard sale last Spring?  Is there any plan to do this in 2012?  I need to do an "I'm pretending to move" yard sale to clean loads of stuff out of my closets! I would like it to be super profitable!

    "Restricted Parking District," contact your aldermen for Indian Hills/
    Ward 4 (Charlie Hight 758-8396 or Murry Witcher 835-0009) for
    information concerning establishing a "Restricted Parking District."
    Information is also available on the NLR city website @ www.northlittlerock.ar.gov
    search Restricted Parking District. It is somewhat of a lengthy
    process for homeowners and 2/3 of the assessed value of the property
    owners must agree. A "Restricted Parking District" can be as small as
    one block. If you have a POA or Improvement District they can apply
    for the whole group.

    these issues you can make an anonymous call to Code or contact your
    aldermen.
