ParaSail Reference Manual -- First complete draft

Here is a first complete draft of a reference manual for the ParaSail programming language.  Comments welcomed!

Here is a slight update.  Now there is a table of contents, and there are more examples.

Yet another update, this one with more explanation for the "=?" operator,
and some fixes for the annotations on the "Modular" type example.

Another update, with more discussion of features that result in parallel evaluation.  Also more description of the evaluation of operators, both "normal" ones and the short-circuit operators.
