I'm sure that hearing from everyone in Daily Standups is a good thing.

However, I'm concerned that if people voice their "blocks" or "impediments" and there is no procedure or resource for removing them, ultimately the entire exercise will feel demoralizing.

In a daily standup, the scrum master for the team records the blocks/impediments and their work until next Stand Up is resolving as many of those impediments and responsible. Who would like to play Scrum Master for a few weeks while we attempt to build velocity?

If you mean Scrum Master blocking impediments so that we can have our daily standup meetings - no technical problems - then I'm working on it with a couple people - a lot is happening - but I take responsibility for getting this issue handled asap.

Aaron, you are awesome. Thanks for evolving the daily standup platform! I mean the Scrum Master listens to everyone on the standups blocking issues ("if I just had 2 more phillip screw drivers this would be easier", "All the bolts are 9/16ths hex head but then there is ONE alan head bolt- so annoying to carry a tool for that one bolt!!", "I can't get ahold of Marcin same day when I need a question answered", "I'm not sure what my budget is", "I have to walk 15 minutes to use the bathroom, and that disrupts my workflow", etc.) and the Scrum Master creates a backlog of those- impediments- and does NOT address them during stand up to keep the meeting short. After stand up, the scrum master solves them- sometimes by assigning them to someone else, and reports back on each of those when they give their stand up the next day.

Aaron, you may have known all that already, and may have been asking Mia a completely different question. Hopefully this was at least fun to read, in that case. :)

Marcin and Tom and I are focused on recruiting people right now - 10 Scrum Masters and 2-3 Product Directors to oversee projects - there aren't any other unified projects happening as far as I'm aware of - we could use a general OSE Scrum Master maybe? Just don't have the manpower?

Is anyone else even empowered to solve "general" problems? Seems like the organization is still too centralized for that.

Do problems have to be collected in an official time-tagged meeting? Why not just have a wiki page where everyone posts their issues? Or they could use the google group.

Organizations that have a full time process coach to answer these questions as they come through have a higher success rate. There are a bunch of good process coaches out there- maybe we can recruit one? Richard Lawrence in Colorado is the person who trained me, he would be EXCELLENT if he is available!
