KB842773 Setup Error

I can not download from WU because BITS service will not start, Error 126.
Whwn I go to Services I get a message that reads, Configuration Manager: The
specified device instance handle does not correspond to a present devices.
Plus there are no hardware Profiles to enable. Thank you. Mike

Was a Norton product ever installed on the laptop? (Very often new Dells
will come with a trial-version of NAV or NIS preinstalled.)

Why did you need to reinstall WinXP? Does "wiped" mean you formatted before
reinstalling WinXP?

What did you use to reinstall WinXP? Did the install media come with the
laptop?

How long ago did you reinstall WinXP? At any point after installing, was
the laptop ever connected to the 'net without either the Windows Firewall or
a third-party one installed?

What does windowsupdate.log (or possibly windows_update.log) have to say?
Post any errors you associated with this BITS problem.

I work for a major youth non-profit organization. Used laptops were given by
a major for profit organization. Laptops were wiped of all their software
including operating system. I booted from a CD-ROM with an available licensed
XP Pro disk, re-formatted and then installed the OS. I then installed Office
and then set-up the internet connection. I immediately went to Windowsupdate
to download updates and my plan was to continue and install SP2.
Windowsupdate worked fine and the file to update was the BITS 2.0 and
WinHTTP 5.1.

The problem started during the installation of BITS & Win HTTP. It failed.

I have no idea if Norton has ever been on the system. Quite possibly.

I have been to castlecops. That is where I got the registry fix to add BITS
to Services (prior to that BITS was not a listed service.)

So the first error message that I got was a message that BITS service will
not start and Error Code 126, The specific module could not be found.

I then tried REGSVR32 qmgr.dll & REGSVR32 qmgrprxy.dll.

Then I could not find qmgr.dll & qmgrprxy.dll.

Next error message was LOAD LIBRARY ("qmgr.dll") failed - The specific
module could not be found.

After installing BITS to registry, I went back to Services to start and
noticed that there were No Hardware Profiles in the box to check.

By the way. I have tried everything that I could find suggested by Taurarian
on the problem.

I appreciate your help. Will posted entire KB842773 log file in next
message. Maybe that will help.

I cannot find any specific errors in the log. I am thinking about
re-formatting and start afresh or using this laptop for a doorstop :)
