What Operating System, Service Pack and 32 or 64-bit?

What troubleshooting have you tried?

Have you reviews the KB article associated with the update?
http://support.microsoft.com/kb/953297
(Specifically - the "Known Issues" section?)

I'd suggest:
http://support.microsoft.com/kb/923100/
Method 1.

Did you check you had the prerequisites covered (from the article above):
http://www.microsoft.com/downloads/details.aspx?familyid=5A58B56F-60B6-4412-95B9-54D056D6F9F4

Have you attempted to download, save and install the update manually for
your Operating System version/service pack level?
http://www.microsoft.com/technet/security/bulletin/ms09-061.mspx

After doing all of that - have you used the "How to obtain help and support
for this security update" from the KB article?

"For home users, no-charge support is available by calling 1-866-PCSAFETY in
the United States and Canada or by contacting your local Microsoft
subsidiary. For more information about how to contact your local Microsoft
subsidiary for support issues with security updates, visit the Microsoft
International Support Web site:
http://support.microsoft.com/common/international.aspx?rdpath=4

North American customers can also obtain instant access to unlimited
no-charge e-mail support or to unlimited individual chat support by visiting
the following Microsoft Web site:
http://support.microsoft.com/oas/default.aspx?&prid=7552

For enterprise customers, support for security updates is available through
your usual support contacts."

Come back - let us know if that helps!

To all those that are experiencing problems downloading the .NET FRAMEWORK
1.1 Service Pack 1 Security Update for KB953297 and are getting Error Code
Ox643,do what i did.Contact the Microsoft Update Solution Center on their
website and you can(free of charge,as long as it pertains to only Win Update
issues) contact a MS rep,they will respond within 24 hrs(bus day).tell them
you are receiving error code Ox643 follow the instructions, they are easy.If
enough people do this and i imagine by now,it looks like alot of folks are
having issues,MS will get right on it. The squeaky wheel gets the oil:)

I also have this problem. I tried to restore to several points before the
953297 update, and found that I can no longer restore to ANY point in the
past.

(joseph3724)---are you doing your sys. restore in safe mode?
I know on my computer you need to have it in safe mode to do a restore.
I dont think it will change error thing for you but hope this helps!

Another quoting nothing of the original posting.

As for your, "... and the si[z]e is 0 ...", it will be zero if you have
already downloaded it - as that represents how much you will need to
download.
