because they legalistically claim they ought not do so...

but it's a legal stretch, at best...

recite this economic realities morality poem:

pad the bill.

they don't like it?

they can shop elsewhere.

...

isn't that what we want to hear?

yes. but is it wrong?

does your conscience bother you?

if not, why wouldn't you pass on your price hike to those who would
prefer to take advantage of you?

it's all bullshit anyway.
