I've been asked what the double << mean in this paragraph. Actually,
they are used more than once in the document (patent). I thought at
first it was a typo, but I'm not sure of that because I'm told it
appears more than once. Does anyone have an idea?

なお、検査行列1900は、M1=3,M2=5の例
を示しているが、M1及びM2の値はこれに限るもの

I think that X << Y means X is much less than Y. Whatever that means.

I agree with Mr. Lee, especially within the context. They first point
out a case in which its a 3:5 ratio, then go on

"...the values of M1 and M2 are not limited hereby, and may satisfy
the relationship M1 < M2. Particularly, when M1 (is much less than)
M2, ..."

So it becomes hard to interpret it another way. You're safe!
