Is there a way to hide the tooltip which appears when a webpage element is
hovered?

Tooltip is the one with light yellow background and showing div structure
hierarchy.

That is already deselected.

The tooltip still appears when we hover on a any HTML tag. I would
like to disable it.

Ok, it should probably not appear when this option is unchecked. So feel
free to add a new issue<http://code.google.com/p/fbug/issues/entry?template=User%20enhancemen...>
