Energy Bill - calls for more support for community schemes

An  "Early Day Motion" has been raised to support measures for community energy in the Energy Bill. It has been running since November and is now signed by 115 MPs including Charles Hendry, who was the Minister mainly responsible for the Energy Bill until a few months ago. A link to it is below, together with one for an opinion piece in the Guardian, describing why community energy projects need more favorable policy to succeed.
 
It is well worth asking your MP to sign the motion, EDM684, if they have not done so already (see list of signatories in link). Please forward this message to any community energy groups local to you.
 
As Chris Church has said in his message earlier today, the most important aspect of the Energy Bill nevertheless remains that it should include a decarbonisation target. So if seeing or writing to you MP, please also ask them to support the amendment proposed by MPs Tim Yeo and Barry Gardiner that calls for this. I will be writing more on this in the next few days.

Dear all, MPs can no longer sign this EDM – it has ‘fallen’ as Parliament is in what’s called prorogation ahead of the Queen’s speech.

 

An MP can, of course, re-table after the Queen’s speech.

This message is another one on the Energy Bill and this one is in support of Community Energy. It is prompted by Colin Baines of the Co-Op who has forwarded the attached Position Paper (the PDF). From this, I have devised a simple letter (also attached) that you can send to your MP to support the proposed measures. The only idea that is not taken from the position paper is the reference at the start to cynicism towards the "Big 6" (based on my remarkable powers of perception).
 
Please also forward this to any community energy groups local to you as it may be of particular interest to them. I notice most of the measures proposed here will be most helpful to larger projects, above 5MW capacity, so groups developing smaller-scale projects may have further points to add.

Thanks for getting in touch. We’ve put a request in to re-table the EDM after the Queen’s Speech. MPs signing the EDM is useful to show that there is support from across the political spectrum. What is perhaps more important right now is MPs contacting Ed Davey to request that he introduces amendments to the Energy Bill in support of community energy. I’ve attached a position paper on this with our recommended amendments, which we have been sharing with MPs. It would be great if your network could get behind this.
 
We are also working with the Labour front bench to table amendments along these lines at the final stage of the Energy Bill in the Commons (Report Stage) due end of May/start June. If the Government doesn’t bring forward its own amendments, which is preferable, Labour will push its amendments to a vote. We’ll be writing to MPs in coming weeks asking them to vote in favour of the amendments if the Government doesn’t come forward with its own.
