Failed broadband plan 'cost $30 million'

The KRudd government's $4.7 billion plan for a fibre-to-the-node (FTTN) national
broadband network was unlikely ever to succeed due to a number of significant
risks, a report has found.

A National Audit Office inquiry has also found the failed tender process came at
a cost to taxpayers and project proponents of more than $30 million.

The FTTN plan was abandoned in April last year and replaced with the $42 billion
fibre-to-the-premises option after it was determined none of the proposals
submitted met government expectations.

However, the audit office on Wednesday said the government had been given "early
advice" about key risks to the success of the request for proposals process for
the FTTN plan.

Among those key risks, a non-Telstra proposal was unlikely to build and operate
a commercially viable NBN in circumstances where the proponent might have to pay
the telco to use its existing infrastructure.

Telstra had been excluded from the tender process after failing to submit a
small-business plan as part of its proposal.

The government was also warned the global financial crisis had significantly
reduced the prospects of a successful outcome by affecting the viability of
proposals, and that there was limited scope to upgrade a FTTN network.

Despite its observations, the audit office has not made any recommendations
because of the termination of the request for proposals process.

It did, however, raise concerns that the process had come at a cost to the
government and proponents in excess of $30 million, including some $17 million
for the Department of Broadband, Communications and the Digital Economy.

Companies bidding to build the network were left out of pocket by between $1
million and $8 million.

Opposition communications spokesman Tony Smith said the report showed the entire
process had been fatally flawed.

Mr Smith said Communications Minister Stephen Conroy had "ensured more than $30
million went down the drain".

"It is also clear the minister ignored increasing warnings that the process was
failing."

The report should ring alarm bells for Australians about the failure of the Rudd
government to assess risk and ensure value for money, Mr Smith said.

On the ETS another failure

But while the government’s scheme used to also have the benefit of being
an ETS, in line with the global movement towards emissions trading, that
movement has now stalled. If that global process doesn’t restart soon,
the government will be a shag on a rock with a new tax around its neck.

Sure, lets not mention the billion dollars that the coalition wasted
trying to convert a bunch of clapped out second hand 60s helicopters to
function in the 21st century. When it comes to wasting money, they are

capital cities without even dial-up let alone broadband

I were in NZ a while ago and found even isolated small communities
without telephone exchanges simply had the copper wire connected to a
optic fibre point and they had no trouble with broadband and their
exchanges were at least 30 miles 40 kilometre's away. In Australia
unless you are within 2 kilometre's of an exchange your "broadband"
struggles

The Labor Party is dressing up a need of the nation as a "National
Broadband Network" (NBN) that should of taken place yonks ago, as it
has everywhere on the planet, except Australia and Uganda

Where you and I live (Outer Sydney Metro) as example
Telstra have one Exchange in Campbeltown (The local Schools though
have optic fibre?)
Cross Appin Road (A magic Line/dead zone) to say Glen Alpine and most
cannot even get a dial-up modem to connect, If one can get ADSL2+ the
speed is not enough to get a decent feed for YouTube video
I did try State MP's for and Federal offices all Girls manning the
Phones in various offices said they had the same problem. This is an
area with populations greater than Wollongong and in a major world
capital Sydney (not the "bush")

I visited friends in NZ country areas they seem to be on Copper wire
in small villages but have an 'optic fiber point' on corner into
village they call it VDLS2 but works well and "naked dsl" is the go
for NZ$8 a month (most companies with decent broadband use this and it
works well)

For suburbs Campbelltown,Bradbury, St Helens Park, Marsden Park,

ADSL2+ is not on offer in Glen Alpine. The exchanges have not been
upgraded. Standard DSL is available over copper in the area.
Bloody expensive however.

I'm actually in Glen Alpine and have ASDL2+(but don't know anyone else
who is? Maybe the odd exception?), the poor connection I'm told is
because I'm 4.7K away (as the copperwire goes) from the Campbelltown
exchange. Many cannot even get Dial-up (don't know about DSL?)
I think this video is similar to the system NZ uses?

talk over then you can achieve dialup. For something like dailup to be
screwed up your phoneline would need to be near unusable, but

Strange anology. We did sorta. Spent millions and millions setting
up AIR6000 to tender for an aircraft. Then we chucked it away
and decided to spend ten times that amount on a whim. Not

Umm, I think this is an own goal comment. I suspect you mean dial up at
max/useable speed. If the copper phone works, then they can get dial up.

their modems for noisey lines to get best thru put.

anyone specifically have dial up problems that they couldn't connect.

OTOH, with so much bloating around. it can be boringly slow when things
do work. So what was acceptale them, probably isn't now and Telstras
voice line standards are not tat much better than before.

As it happens I personally can get dial-up. I are going by comments to
the local paper (The Advertiser) where people have written to the
editor about the poor service being delivered with an inability to
even get dial-up
And I were one of many who used TC's excellent BBS until the SPCUG
folded it up

As to cable age, quite possibly a major factor, plus his area is

When you had a BBC (must be over 10 years ago) I had two phone lines
the one I wished for a modem just would not connect. Swarms of
Telstra/Telecom technicians would arrive worse than Mormons.
Eventually after going up "levels" in Technicians one arrived from
Wollongong with a gazo which told him the whole cable under Appin road
needed replacing. I got rid of second line. The one I've got almost
works but not at anywhere near the optimum speed of 1500 I get 90

Actually I was going to recommend the Campbelltown Catholic Club
around 8:30pm Friday or Saturday Night.

Care must be taken though, some time ago a Chemical Engineer colleague
had broken off with his girl friend, I suggested this to him and he
vanished for 3 months. When he did appear it was to pick up his
"super" he was having a ball and weren't coming back

(unlikely) then they are certainly sluts.

However what these "Nice catholic girls" were advocating that men use
the services of prostitutes (last I heard, fornication is not encouraged
by the christian church) and then murder the prostitute rather than pay
her (that would seem to be in direct contravention of the sixth
