Tools|Customize|Commands Tab|Insert Category
Grab the = (equal sign) and plop it down on your toolbar that's directly above
the formula bar. Put it as close as you want.

I guess I do not understand the customer's issue. The Function button that
replaced the equals sign button, adds functionality and makes it easier to
locate functions, once the function is selected it returns to the behavior
of old.
Is there a particular reason that the user does not like this new button or
am I missing something?

Thank you for clarifying the issue the customer has with the new function
button. Unfortunately, the only thing I can offer since adding the Equals
button to another toolbar is unacceptable is to say that I have documented
the feedback and passed it on for you and your customer.
