I'll third that notion - especially if it is an old DOS program - Win2k will
shut it down in a heartbeat - that's what MS designed it to do - as NDI said
only exceptions are using NT's API calls and hooks (something similar to
your disk defragmenters - Speed Disk, Diskkeeper, Windows Defrag, and the
likes).

Yes you can.

See for instance the Windows NT/2000 DiskProbe which is part of the
support tools you can find on your Windows 2000 CD.
